JAIPUR: The Rajasthan Cabinet has approved the Rajasthan Coaching Centers (Control and Regulation) Bill-2025, aiming to regulate coaching institutes and ensure a safe and supportive learning environment for students, officials announced on Saturday.
The Bill was drafted considering guidelines from the central government, the state’s unique educational needs, and inputs from various stakeholders, including educators, parents, and institute representatives.
Key Objectives of the Bill
The proposed legislation seeks to establish standardized regulations for coaching centers, ensuring better governance, student welfare, and safety measures. Some of the key aspects of the Bill include:
- Mandatory Registration: All coaching institutes must register with the state authorities and comply with prescribed operational norms.
- Student Welfare Measures: The Bill introduces provisions to prevent undue academic pressure, including guidelines on class timings, counseling facilities, and stress management programs.
- Faculty Qualification Standards: Coaching centers will be required to maintain qualified teaching staff to ensure quality education.
- Fee Regulation and Transparency: Institutes must disclose their fee structures, refund policies, and additional charges to prevent financial exploitation.
- Safety and Security Protocols: Coaching centers will be mandated to implement strict safety guidelines, including emergency response plans, student grievance mechanisms, and anti-ragging policies.
Need for Regulation
Rajasthan is home to major coaching hubs like Kota, where thousands of students from across the country enroll in institutes preparing them for competitive exams such as NEET, JEE, and UPSC. However, concerns regarding excessive academic pressure, student suicides, and lack of regulatory oversight have led to growing demands for reform.
Government’s Stand
State officials emphasized that the Bill would create a structured framework for coaching centers, ensuring that students receive quality education in a stress-free and secure environment. “This initiative is crucial in addressing student well-being while maintaining Rajasthan’s reputation as a premier coaching destination,” an official said.
The Bill is expected to be tabled in the Rajasthan Assembly soon, and once passed, coaching institutes will be required to comply with the new regulatory framework to continue operations.

While many coaching centers may need to adapt to stricter guidelines, students and parents have welcomed the move, seeing it as a step toward reducing mental stress and ensuring greater accountability in the coaching industry.
