Haryana Medical Admission 2026: New Counselling Rules Explained

DMER Haryana has proposed 5 major amendments to the medical counselling process for 2026-27.

The Directorate of Medical Education & Research (DMER), Haryana, has issued a public notice proposing significant changes covering seat inclusion deadlines, ESM certificates, reservation categories, security refunds and BPT eligibility to the counselling and admission process for various medical education courses starting from the academic session 2026-27. Students, parents, and institutions are advised to go through these proposed amendments carefully before the feedback deadline.

    What Has DMER Haryana Proposed?

    The Department of Medical Education & Research, Haryana, has put forward a set of five amendments aimed at improving transparency, fairness, and efficiency in the state’s medical admissions process. These changes apply to all medical education courses under the state counselling authority for 2026-27 onwards.

    5 Proposed Amendments at a Glance

    1. Seat Inclusion Deadline for Counselling

    Any institution that receives approval for new or additional seats after the last date of registration for Round 3 of counselling will not be considered for the ongoing academic session’s counselling process. This move is aimed at maintaining the integrity and merit of the counselling system.

    2. ESM Certificate Requirements

    Ex-Servicemen (ESM) category candidates must ensure their certificates are signed by the Zila Sainik Board and countersigned by the Rajya Sainik Board, Haryana, Panchkula. Incomplete or improperly signed certificates will not be accepted.

    3. OSC and DSC Category Applications

    Candidates belonging to the Other Scheduled Caste (OSC) and Deprived Scheduled Caste (DSC) categories must apply strictly under their correct reservation category as defined by the Haryana Government’s reservation policy dated 15.05.2020 and subsequent updates.

    • OSC candidates → apply under OSC only
    • DSC candidates → apply under DSC only

    Applying under the wrong category will result in cancellation of the allotted seat.

    4. Online Refund of Security Amount

    To make the process more candidate-friendly, security amount refunds will now be processed entirely online. Eligible candidates will receive their refund within one month after the counselling process concludes.

    5. BPT Course Eligibility Criteria Updated

    As per the Ministry of Health and Family Welfare (MoHFW), Government of India, and the National Commission for Allied and Healthcare Professionals (NCAHP) letters dated 02.03.2026 and 08.03.2026, the eligibility criteria for the Bachelor of Physiotherapy (BPT) course has been revised. Haryana will now adopt the same national standard for state-level BPT admissions.
