The Directorate of Medical Education and Training (DMET) has issued the official brochure for NEET UG 2025 MBBS/BDS counselling process, outlining clear guidelines for online counselling, eligibility criteria, reservation policies, minority quota and fee payment. DGME will conduct admissions to all government, private, and minority medical and dental colleges exclusively through a centralised online counselling process.
According to the newly released directive, the entire admission process for UP medical colleges will be carried out exclusively through the centralised online counselling system, managed by the Directorate General of Medical Education (DGME), Uttar Pradesh.

Key Highlights of the New Counselling Guidelines:
1. Centralised Online Counselling
All eligible candidates seeking MBBS or BDS seats in Uttar Pradesh must participate in the DGME-administered online counselling. No direct admissions will be allowed by any college, ensuring transparency and uniformity in the admission process.
2. Eligibility Criteria
- Only NEET UG 2025 qualified candidates will be eligible to register.
- Candidates must fulfil the domicile requirements for state quota seats, while non-domicile students can apply under the management/NRI quota in private colleges.
- A valid NEET UG score, Aadhaar number, and other essential documents will be mandatory at the time of online registration.
3. Reservation Policy
The state’s reservation policy will be strictly implemented during seat allotment:
- Scheduled Caste (SC) – 21%
- Scheduled Tribe (ST) – 2%
- Other Backwards Classes (OBC) – 27%
- Economically Weaker Sections (EWS) – 10%
- Horizontal reservation will also be provided to differently-abled candidates, NCC, and ex-servicemen categories.
4. Minority Quota Provisions
Religious and linguistic minority institutions will reserve seats for candidates from their respective communities as per the approved percentage. These seats will also be filled through the centralised counselling process.
5. Fee Payment Guidelines
Candidates allotted a seat must pay the prescribed tuition fee and security amount online through the official portal. Failure to pay within the deadline may lead to the cancellation of the seat.
6. Counselling Rounds
The UP NEET Counselling 2025 will be conducted in multiple phases:
- Round 1
- Round 2
- Mop-Up Round
- Stray Vacancy Round
Vacant seats after each round will be carried forward into the next, ensuring maximum seat utilisation.
